Customer Note is not functioning

Question - when sending "customer note" email, when the dialog box comes up with the email address to send to, does it have to be the same email address as on the order? I tried sending a note to a real customer but I wasn't sure if it went.  So I tried sending it to myself and no email arrived.   Is this feature completely broken or?

I just tried sending a different email, the completed email to myself on a customer's order and it worked fine. So I think the customer note feature is completely broken.  Makes sense now why they didn't write back.. Can you fix this?

I have 2.39 and it doesn't appear to be fixed unless I'm doing something wrong.  I went to a customer's order that has a customer note, and I clicked send customer note email, and I put my email address in the popup box, sent, but nothing came to my email.

I just tried again to add a customer note to an order, and send to myself, email isn't arriving and it's not in spam so it doesn't seem to be working. Please let me know an update about the problem. Seems to only be customer note email as I just sent myself a processing email and that worked fine.
